With reference to Colonial Office letter. 51/ 26 of July 20th, I am directed by Secretary Sir Austen Chamberlain to state, for the information of Kr. Secretary Aery, that careful consideration has been given to the requirements of Hongkong University in connection with the Boxer Indemnity lunds, both by the Committee in this country, and by the Delegation which was sent to China,

As Mr. Amery is no doubt awere, it is at present intenced to entrust the allocation and administration of the funds to a Board of Trustees in China, after deterining

on very broad lines how the funds should be used.

This is the policy laid down by Lord Jillin,don's Delegation who state in their report (page 63): "The "dolegates' task, as they conceived it, was simply to decide "upon the general principles of distribution and to leave

"individual all cations", The Delegation then proceed to discuss the question of assistance to Hongkong University iz the following terms;
